Q: Are these swim trunks?

They can be. The fabric is light and dries very quickly. They're more comfortable than my O'Neill swim trunks, dry just as fast and have a built in drawstring just like a swimsuit.

I don’t think they’re water repellent per se - they’re like normal boardshort material so they absorb water but they dry fast. They may have had some treatment in them initially but I have 4 pairs of them and they’re definitely not water repellent now. Awesome shorts though, I use them for normal wear and swimming.
