how does it open, is it a twist off ?

To take the bottom off the trap you need to undo the silver stew located in at the top of the mesh trap then twist anti clockwise.Hope this helps.Pete.

When the Trap is on, the flaps are opened. But when it is off, the traps stay open letting the live inserts fly out. Why are the flaps not close up?

Clean the mechanism thoroughly. The springs that keep the flaps closed are not very strong. If they were, the flaps would never open.

what is the voltage of the item?

No clue about the voltage because I sent it back within a week. It was on my mosquito and moth infested patio that whole time, and there was not one dead bug in it, easy cleanup for return. I suggest, you keep shopping. If you are determined to see for yourself, make sure the seller provides free return shipping.
