No, they pop out when you slide it on. They just started neglecting to take the center out at the factory.

Q: How do I know this is really activated carbon and not just black foam?

It is literally just black foam. But you have to have these to keep cat hair from getting stuck in there. Just prefilter the water you fill it with if you're worried about that
