Yes they do. They are like many standard envelopes, you need to wet the adhesive on the envelope to activate the adhesive.

3 1/8" envelopes cannot be mailed. The smallest size USPS will accept is an A1.

Where do you buy the card for inside ?

I make my own cards for the inside using card stock. I also use the envelopes to make bookmarks https://www.youtube.com/watch?v=DWHO4InZIhA. Stampin up has great ideas for 3X3 cards.
