Does this ship to me in manufacturer's wrapping or is it repackaged as several reviewers have stated?

Are these the wider sheets? The illustration says 4.5" by 4.2" but not mentioned in text.

How can this be considered a jumbo Roll it only has 221 sheets And an 18 pk roll has 338 sheets pre roll?
