Can these be used for food items?

Recommended not to. It's more for lotions, shampoos and conditioners.

Can you put powders in these?

You could but you would need a funnel. When I purchased them they did not have a funnel and the opening is very small. I actually used a kitten feeding tube syringe to fill them with liquids and creams.

Is a funnel included in the 12 ml size?

No. There is no funnel included.
