I would say that this book is written for an informed reader. The author right away dives into the minutiae of the ideological agenda of Japan in the last quarter of 19th century and beginning of the 20th. The book assumes the reader is familiar with the outline of the history of Japan in 19th century and the make-up of its culture and worldview.
