In the dimensions you have listed that they are 4.2 x 1.5 x 7.8... Is the 7.8 the length of the holister with the flap open or closed?

Those dimensions make no sense at all. I am holding the holster in my hand with a tape measure. The holster is 2.5 inches wide. The holster is 5.5 inches tall. Because of the expanding design, the thickness will vary depending on the tool put in it. With a Leatherman Wave in it, the thickness is about 1.75 inches, not counting the clip on the back. With the flap open, the length is actually about 8.5 inches.

Will this hold the leatherman wave and the bit kit w/bit extender?

Yes and No. Yes to Multitool Yes to one of the two flat Bit Kit storage containers Yes to standard bit extender (this tool is mostly flat and thin with a round head to hold flat and standard size bits, which makes it easy to stowaway) No to ratcheting extender (this tool is much thicker than the original extender and will require more room to store it)

I do not believe that it will. I used to be a distributor for Swiss Army products and I know that the Champ is wider than most holders.
