Yes you can use the PD-E outside in bright sunlight. It even has a little side viewfinder that allows you to aim the laser in super bright daylight.

Hi I not sure what your question on decimal feet but I try my best to answer Is can measure to inch witch mean if you measure distance approximate 100 feet and is will tell you exact 99 feet and 3 inch if that distant 99f and 3 inch I hope this help and also is can measure metric as well If you go to Hilti or Home Depot website Read manual and spec is will tell you better Thx
