**Q: will it cool a thread ripper 1950X this was the only cooler i could find for a 1950x**
A: Its specifically designed for the larger 1950x but I went with the Noctua NH-U14S which is taller and just fits in my Corsair Med Tower case. Cools excellently

**Q: does this fit the crossfire micro board**

**Q: Can this be rotated 90 degrees? Want it to blow to the rear instead of top**
A: If you are using this on thredripper, it blows toward the rear.  It cannot be rotated
