Can the smaller fish eat them or are they to big?

Small fish can’t manage them when first put into the water. They hang around until the food absorbs water & softens, then they get stuck-in. Even some of the larger fish prefer to wait. You will observe a frantic initial feeding frenzy, then they all hang about until the food softens & then finale polish them off.
