I am not sure what you mean by lift up and go down. I can tell you it goes over curbs and the rider cannot even feel it. It is not waterproof, but is pretty durable. I put my two terriers in it to take them and a cooler of beer to the parks farther away. They both love it, but I need a clear cover for them to see. I am so impressed I only notice it on big climbs an even then it's no a problem ! Been out in the pi***ng rain ..... All kit bone dry, an that was at least 4hrs in real heavy rain. Easy to build ! Easy visable on the back o my bike ......great bit o kit ..... For touring for every day use . You need a trailer fur yer bike .....
