A: I would recommend the L size, it will fit better.

**Q: Would it fit a desktop that's 13.2 inches in height, 6.1 inches in width, and 11.9 inches in depth?**
A: Imo, yes. It fits my mid tower cases quite well.

**Q: Could this be attached to a hardside carryon for a laptop ?**
A: I dont think so.
Its too loose for that
