A: yes.

**Q: Does it smear if you use a highlighter on it?**
A: Don't know, I use it for a stamp at work. Have not had to use where it requires the use to be highlighted. Sorry.

Works great for what I wanted it for. Didn't dry out after multiple uses. Isn't saturated enought to bleed out of container. Color is good. Easy to use. Washes off skin easier than other ink pads. Would purchase again.
